This report identifies a Cluster Model as a framework for successfully engaging, supporting and
guiding Aboriginal women and other marginalized women towards self-employment and/or leading and
participating in business enterprises.
A cluster model is a flexible framework that moves and changes depending on who is seeking
the support and what needs are presented. This “living model” of support provides customize-fit
programming, services, resources and networks relevant to supporting the needs of individual women
and/or an organization supporting women.
