SkillsPEI is a Division of the Department of Innovation and Advanced Learning. It was established to manage the delivery of training and skills development programming funded by the Canada-Prince Edward Island Labour Market Development Agreement (LMDA) and Labour Market Agreement (LMA). SkillsPEI will duplicate and expand upon programs and services previously delivered by Service Canada / Human Resources and Skills Development Canada (HRSDC) in local offices located across Prince Edward Island.

Apprentices must be EI eligible to be eligible for funding. The tuition for PEI’s registered apprentices is subsidized 100 percent and is funded by SkillsPEI through the Labour Market Development Agreement.
Apprenticeship is a method of learning the skills and knowledge necessary to become a skilled worker and a certified journey person. Apprenticeship combines on-the-job training under the supervision of a qualified tradesperson and classroom training at a training establishment. Most apprenticeship programs take two to four years to complete and combine approximately 80 per cent paid-on-the job training with 20 per cent technical/in-school learning - usually at Holland College or an off-Island institute.
